A good starting point is the website Bicycle Tour Directory. It’s a global database of bike tours by country, date and type. Yes, there’s some outdated stuff (who can possibly track all tours, right?). So consider it a mondo attempt to publish online all tours in all countries. Impossible. But gotta give props for the effort.
